Chief Minister Pushkar Singh Dhami of Uttarakhand, regarding the UCC, stated that it is not only for the welfare of all sections but also aligns with the vision of ‘Sabka Saath, Sabka Vikas’ and ‘One India, Superior India’ by Prime Minister Narendra Modi. The panel collected 2.33 lakh written feedback online and organized more than 70 public forums. During these meetings, panel members consulted with nearly 60,000 people to prepare the proposal. The UCC proposal has been prepared and will be presented in the Uttarakhand Legislative Assembly today. The aim of these recommendations is to promote gender equality and social cohesion, and they will be discussed during a special four-day legislative session, which began on Monday and will continue until Thursday. Police have tightened security arrangements for the session and put the entire state on high alert. The UCC proposal encompasses various aspects of civil life, including inheritance rights, mandatory marriage registration, and including recommendations to increase marriageable age for girls – to make their education more feasible before marriage. Additionally, couples who fail to register their marriage will be ineligible for government facilities, which are being seen as pressure for legal documentation. The UCC will enforce equal laws for marriage, divorce, livelihood assistance, land, property, and inheritance for all citizens in the state, regardless of their religion. Once the proposed UCC is implemented, living-in relationships will have to be registered under the law. Legal experts claim that registration of such relationships will benefit both men and women. The proposal has not included population control measures and scheduled tribes, which constitute 3% of Uttarakhand’s population. Other key features of the UCC include equal property rights for sons and daughters, eliminating legal and illegitimate distinctions between children, and ensuring equal treatment for adopted and biological children. In the event of a person’s death, the proposed UCC ensures equal property rights for spouses, children, and parents, which is distinct from previous laws that limited these rights.
