He mentioned that the program for skill development, in collaboration with the Urban Development Ministry, has resulted in 700 inmates securing employment in the hotel industry, with an additional 1,200 receiving training for jobs in hospitals. The jail authorities have established infrastructure within the prisons to provide training to under-trial prisoners. This program was initiated in early 2023. Mr. Baniwal emphasized the importance of empowering and providing skills to inmates. He noted the positive impact on the inmates as they received their certificates and job offers. When questioned about the overcrowding in Tihar jail, Mr. Baniwal suggested the need to explore alternatives to expanding the jail capacity and reconsider more effective ways of punishment for offenders. He provided an example of a young man who was incarcerated for stealing a small sum and the significant cost incurred during his five-month stay, raising the question of the efficacy of such a punitive approach. He also mentioned the considerable expense involved in building a new jail in Narela, Delhi. Mr. Baniwal proposed the use of technology, such as electronic monitoring through anklets, for released inmates, to facilitate their productive integration back into society. He acknowledged his personal perspective on this matter, recognizing the need for further discussion. Mr. Baniwal detailed the efforts of the correctional administration to foster emotional and mental transformation in inmates.
